Parameters
- aDoc Document
- A document.
- hostElement Element
- The element that will host the RebarContainer.
- rebarContainerTypeId ElementId
- The id of the RebarContainerType.

Created Rebar Container starts out empty.
Use appendItemFromRebar, appendItemFromCurves, appendItemFromRebarShape, appendItemFromCurvesAndShape to fill its content.
